Build Server Horse Spawning

I just added a temp plugin for spawning horses on the build server so y'all can play with their shit.

Use /myhorse

You have a 5min cooldown. It's the best I can do for now. So put your horse inside to protect it from griefers.

I hope to at some point have the horses added to the current vehicle plugin I'm using. But it turned out to be a lot more complicated than first thought. So it's not going to be happening anytime soon.
