Build Server Decay Update

The build server has received another update. Anything placed outside of a stocked TC will decay within 30min. This is to control the item spamming that's been happening lately. As long as you build within the radius of your TC (with the proper resources) you'll be fine. You should always place a TC anyway to help prevent other issues. This is only on the build server. At least for now.
