A new menu and another thing.

In an effort to help streamline things and help players access things while in chat or inventory, I've set up a new menu. This has also replaced a number of items in the HUD as well as replace the slot menu I was running. This is currently only running on the PvE server. I may or may not move it to the Build. I have yet to decide on that. The Scrap and Mini now have a fuel gauge. This will run on both the PvE and Build.
